The Driver & Vehicle Standards Agency (DVSA) has launched two new major tender competitions under its Future of Theory Tests Service (FTTS) initiative, providing the theory test component for learner drivers. Currently over 2 million candidates sit their theory test each year.

The first opportunity is to provide a regional Test Centre Network (TCN) across the UK, commissioned through a competitive dialogue. This will involve coordinating a regional network of test centres where learner drivers will sit their computer-based theory test exam. TCN contracts will be let for 5-years (with an optional 2-year extension) commencing in 2021. This opportunity is broken into the following geographic lots (with the estimated contract value ranges):

  • Lot 1: Scotland, Northern Ireland, North West, North East, Yorkshire & Humber (£43m/£71m)
  • Lot 2: Wales, West Midlands, South West, South East (£43m/£72m)
  • Lot 3: East Midlands, East of England and London (£41m/£69m)

The initial response deadline for this opportunity is 10th December 2019.

The second tender, commissioned through a restricted procedure, is to provide a Test Engine and Test Content Management (TETCM) solution. This system will enable DVSA to author and manage test content used by regional TCN providers and in-house test centres to deliver tests to candidates. This national contract, with an estimated value of £20m to £33m, runs for an implementation period followed by 4 years and renewal options of up to 12 months. The initial response deadline for this opportunity is 2nd December 2019.
