Adult Education Budget

The government has started devolving the Adult Education Budget (AEB) to 7 combined authorities which include:

  • London – LIVE
  • Greater Manchester – LIVE
  • Liverpool City Region – LIVE
  • Tees Valley – LIVE
  • West Midlands (WMCA) – estimated early 2019
  • West of England – estimated early 2019
  • Cambridgeshire and Peterborough – LIVE

Liverpool AEB Support Packages

The total devolved AEB to the Liverpool City Region is anticipated to be £52m per annum. The final budget to be devolved to the Combined Authority for academic year 2019-2020 will be confirmed in January 2019 by DfE. The budget will be calculated based on learner residency during 2017-18. Of the total devolved AEB, 30% will be utilised within this procurement exercise. This will be split as follows: 95% for Lot 1 and 5% for Lot 2 provision.

Carley Consult Support Options:

  • Writing support on Lot 1 narrative responses: This is the scored section that consists of 8 narrative questions (detailed in the table above) with maximum page limits of between 1-2 pages for each response (12 pages in total – approximately 6,000 words) which we will provide writing support to help draft. We anticipate this will require 6-8 days’ work.
  • Writing support on Lot 2 Delivery Plan Question 2 response: This has a scored question with a 2-page limit. We can provide support to structure and/or produce narrative responses for this, once we gage from you the key information regarding your proposed pilot. We estimate time required to complete this to be 2 days per Lot (2.1, 2.2, 2.3), therefore a maximum of 6 days.
  • General advice/review of all responses for Lot 1 and Lot 2 Delivery Plan: These are primarily quantitative/fact-based response requirements, that the client would be best placed to produce. We can provide a review to ensure compliance with submission requirements. This will be provided without additional charge for clients commissioning a minimum of 6 days support, or otherwise charged as 1 day of consultancy.

Cambridgeshire and Peterborough AEB Support Package.

The Authority has decided to split the available funding by  geographical area as detailed in the at Schedule 3 document – Lots for Areas and Spaces.  The funding breakdown is designed to aid suppliers in defining their offerings by understanding the geographic split and strategic priorities. Bidders can bid for a contract to deliver one, two or all three Lots. Each Lot will be separately evaluated and ranked and as a result a Bidder could receive funding in one or all Lots – assuming they are able to deliver the provision defined in each lot and are able to demonstrate the financial capacity and capability to deliver the total value of the lots in which they bid.  If providers choose to bid for two or more Lots, they will be expected to clearly differentiate between the proposed offers.

Carley Consult Support Options:

  • General advice on SSQ responses: These sections relate to general supplier information, bidding model, grounds for mandatory / discretionary exclusion etc. We recommend that clients complete these sections in house, but we can provide advice on completion, as well as checks to ensure all parts have been fully and properly completed, as may be required;
  • Writing support on Schedule 2 – Tenderer’s Response document, Questions 1-7: This is the scored section that consists of 8 narrative questions (detailed in the table above) with maximum word counts of between 750 and 2,000 (8,750 words in total – approximately 17-18 sides of A4) which we will provide writing support to help draft. This assumes that the client is responsible for production of Q9 regarding price. There are four questions which are required to be completed separately for each course you wish to provide. We estimate time required to complete this is:
  • For one course: 7-10 days
  • For each additional course: 2 days (please note – we have raised a clarification with CPCA to confirm the requirement to submit separate responses within Schedule 2 for each proposed course, as this seems extensive, so we may amend time expectations for this dependent on the response received.)
  • Writing support on Case Study Question and Response Document: This requires two case studies to be produced, with maximum word counts of 1,000 for each case study, covering six requirements for each, outlined above. We can provide support to structure and produce narrative responses for this. We estimate time required to complete this is 2-3 days.
